Resolution 2023-007: Support Submission of the LRIP Grant Application

RESOLUTION # 2023 – 007: RESOLUTION TO SUPPORT SUBMISSION OF THE LRIP GRANT APPLICATION

Background/Overview

The Local Road Improvement Program (LRIP) was established by the Minnesota Legislature in 2002 and is defined in Minnesota Statute §174.52 to provide funding assistance to local agencies for transportation projects.  LRIP provides funding for three types of projects:  Trunk Highway Corridor Account, Routes of Regional Significance Account and Rural Road Safety Account.  LRIP is administrated by the Minnesota Department of Transportation (MnDOT) State Aid Division. MnDOT State Aid released the solicitation for the 2023 LRIP in September 2023 which provides funding for years 2024 through 2026.  The maximum funding request per project is $1,500,000 and there is no minimum funding request.  Funding is limited to construction costs.

Policy Objectives:

Minnesota Stat. Sec. 174.52 establishes the Local Road improvement Fund, consisting of money transferred to the fund through appropriation, gift or grant.  The State of Minnesota requires County sponsorship to receive and administer these funds for townships and small cities.

WHEREAS, the Pequaywan Township support the submission of the LRIP grant application under the LRIP account Routes of Regional Significant Account for the rehabilitation of West Branch Township Road #2412 for calendar year 2026; and agrees to maintain said improvements.

WHEREAS, the Pequaywan Township seek the support of St. Louis County by resolution of the County to act as project sponsoring agency for a “Local Road Improvement Program” grant for the rehabilitation of West Branch Road beginning at its west termini and ending at the Pequaywan Township line for a total length of 2.3 miles in Pequaywan Township.  Sponsorship includes a willingness to secure and guarantee the local share of cost associated with this project and responsibility for seeing the project through to its completion, with compliance for all applicable laws, rules and regulations.

WHEREAS, the Pequaywan Township will be responsible to obtain funding for 100 percent of the cost to complete the Project in excess of LRIP funds authorized to the County.  The following costs are excluded from the LRIP grant application request and therefore would be the Township’s responsibility: Costs for Engineering, Construction Administration/Inspection, right of way acquisition, private utility work and aesthetic treatments above the standards; as well as LRIP-eligible items in excess of the LRIP grant amount.

NOW, THEREFORE BE IT RESOLVED, that the Town Board of Pequaywan, St Louis County, Minnesota, hereby adopt a resolution to support the submission of the LRIP grant application for the rehabilitation of West Branch Township Road #2412 and agrees to maintain the improvement; support St. Louis County Sponsorship should the Township LRIP grant be accepted for funding; accept responsibility to obtain funding for 100 percent of the cost to complete the Project in excess of LRIP funds authorized to the County.
